National Climate Legislation
Leading politicians in both political parties are saying that cap and trade legislation to regulate greenhouse gas emissions is likely to be enacted into law in 2009 or 2010. In June 2008, the Lieberman-Warner bill in the Senate garnered majority support, but not the 60 votes needed to close debate. The House Energy and Commerce committee is researching and discussing climate change issues and hopes to release draft legislation later in 2008. Substantial changes to both Senate and House bills are likely as the debate moves forward.
